belize - newbie question

we have visited belize several times and plan to return
my understanding is that one is permitted to spearfish but only while snorkeling, not scuba
the place we stay is 400 yards from the reef and a quick paddle, nearby species include grouper, snapper and tarpon (don't know if you can eat the latter one)
would you suggest a speargun or just a hand held spear - for your choice please make a suggestion as to specifics and brand
