Size Limits

I live in NY and I have looked all over the to find the catch limits and size regs but i cant anywhere, a friend told me its the recreational size limits but how am i supposed to gauge that under water

i dont know iv got the same regs in nebraska, iv just avoided some fish with the touchy limits.
