Dominica, St. Lucia, Grenada and Trinidad

After many years away from spearfishing (my previous experience was two years in the Cook Islands over a decade ago), I am trying to return to freedive spearfishing. At the same time I am looking for a location where my girl friend and I can enjoy a relaxing time out of the water.

I am considering a December trip to the Caribbean - possibly Dominica, Ste. Lucia, Grenada, or Trinidad. The trouble is that I am working with very little information and am hoping folks in the forum could provide some advice for this novice.

1. Is spearfishing allowed at these and other Carribean locations? If so, what regulations should I be aware of? Is there a comprehensive list of locations where spearfishing is allowed?

2. Can anyone recommend a particularly good value in lodgings/accomodations at these or other islands? Our preference runs to simple, inexpensive and private cottages where we can cook for ourselves. Friendly but unintrusive hosts and locals.
